I'm sure you've already tried buffing it out A LOT with wax, so.... nail polish? Other than buffing it, it looks like your clear coat is jacked up. do you have a closer picture. up close does it look like the clear coat is worn away. is it recessed into the paint or on top. anything recessed always means new paint job, anything on top of the paint can be fixed.

Here's a closer pic bro...but I don't know, what do you think? or should I just get a new center piece....
I just want outside to check it, and it looks like it is recessed...the best I could explain is you know when you bend a small piece of plastic (kinda like a piece of a plastic easter egg) and it doesn't break...but when you see it, there's like white stretch marks (I guess you can call it that) on the material...yeah it's kinda like that...

that thing looks pretty roughed up. your best bet is to try a few junkyards first.
