Yes, I've seen that called the Finish Panel, Rear Valance, and Berger Panel. Ebay has many o' names for it.

SUPER easy!! its like changing taillights + 4 nuts, Where you looking to buy one and have it painted or tring to just get one already black ? i still have my pewter one its in perfect condition i got one off e-bay the shipping killed the paint on it so it cost another 65 for paint from a friend at the body shop that deals with all the high end car dealers out hereComment

the locks not attached to the panel. you would just have to drive to a body shop and ask them for a quote

i got mine from some guy on ebay it was blue. but i bet nomatter where yopu get it. it will be scuffed up and need some work. mines for sale the pewter one if you would get it painted.
