alright, i have non functionable hood scoops....the little rubber fake decal things on the hood scoop started peeling off so i just pulled them off....everyone keeps telling me i should paint my hood scoops black, i'm starting to think that it is a good idea....if i was to do this, do i need to actually prime them down or just sand them down before painting??

          You're using a spraycan...right?
Sand starting with 400 grit, then move to 800 grit, then to 1000 or 1500 wet sandpaper to get a nice smooth finish.
Use about three ~light~ coats of primer
Then go to 4 or 5 light coats of paint
After all of that is done, a few light coats of clearcoat and you'll be done.

Allow each light coat to completely dry! The paint will crack, run, bubble (etc) if you put too many heavy coats on and/or don't allow it to dry.
