my friend put a 4inch cowl on his firebird...couldnt see over it, couldnt judge the road or park....
hes 5' 10" too
dont go ANYTHING bigger than 4, id say 2 is just enough but its up 2 u -

ive seen crazy cowl hoods in pa.... dont know of anyone having problems.
my buddy has a 6" on his big block chevelle.... never been stopped by the cops.
