If those don't come off when you either (A) try to scratch them off or (B) try to clay bar them off, then they're probably oxidation.
They look like oxidation to me. Oxidation can be polished out. Go grab some 3m rubbing compound at Auto Zone and go to town on those spots. Use something abrasive but not too bad, like a cotton terry towel.
Pick up some polish, and use that next with a microfiber to get out all the swirls you made with the rubbing compound.
Finish it off with some glaze and a microfiber.
