Far from it, regrettably. Unless you want to pirate a copy, which isn't uncommon, you might download a program called Gimp, which is a free download, and has many of the functions of Photoshop.
If you want to buy a legal copy of the software suite, you're looking in the range of $1200.
looks like you did a good job on the touch-up. For the people that asked what their looking at, he got rid of the strong lighting and brought out more of the color. Good work. Use the unsharp mask when your done too, not very noticeable but it helps sometimes.
I'd clone out that pipe hanging out of the wall and that one eleven logo... maybe try to dodge the front corner a bit to bring out some detail. Lookin' good though.
