is this just nite shade on the rear lights and some taping or is this paint? im sure someone will know! (i.e. the spray paint king?)

just a berger panel some painter's tape and a little nightshades it looks like.

Yeah, just tape it up and spray away. It should be a pretty easy tape job considering the taillights have lines on them.

thats it just take your time taping it up and it will turn out good, then nite shades thats the same way mine are on my car.

Yep, they've pretty much covered it.
My personal preference is electrical tape because it's very easy to get smooth curves without using a lot of tape or cutting anything. Tape off the reverse light and put as many coats of NiteShades to your liking.
