Would cleaning out the inside of the headlights fix this? or is there any other way?

    Re: Yellow fogged head lights

I picked up some headlight cleaner at Auto Zone and it said on the back of it about using (and I'd wet sand with it) 2000 grit sandpaper to remove yellowed areas. You may even try using some maguire's machine glaze and a wheel to maybe bring the luster out. I used a bit of that on the tail lights and it shined them up without any sand haze.

I loosely followed this write-up and it was a night/day difference. Used to have to use my foglights for additional light at night to see properly, they were so foggy. Novus is a really good polish product. I tried some Meguiar's PlastX Polish and other Autozone products, but they didn't clear up the plastic like the Novus kit after wetsanding.

          you can do that ^
          what i did was wetsand with 600 800 1000 1200
then got some polishing compound (same you would use on you paint)
and a buffed the lenses with a buffing wheel.
          then used some wax.
