Same way I did it on my truck probably. You cut little slits in the metal to reshape it where you want, weld in new metal to fill the voids, then hammer and shape the crap out of it.
Personally, I think if you're going to go that far, might as well get some that look like the **** Harrell Camaros. 6LE offered some fenders and quarter panels similar to that, but apparently there wasn't enough interest.
