Ok so these weird streaks started appearing on the hood of my audi TT and i've tried everything i could think of to remove them. It looks like tape that has been pulled up but when you rin your finger across, there is no texture.

    Take a look:

I'd start with a claybar and then try some polishing compound and then rubbing compound.

I have used a claybar to no effect sadly, and i have used some car polish from autozone though... what would you recommend as a rubbing compound?

Well I have seen this only once before and and it was due to someone wiping the surface with Mineral sprits allowing to dry and they repainting over it. I woked for 10 years as a Robotics systems Programer/Paint operator for a Auto manufacturing plant here in Canada and this was how the surface looked after it had been wiped. Unfortunatly the only way to get rid of this is complete removal of the effected painted area and then a fresh coat of paint. All so the surface has to be clean well before the paint is reapplied or it will come back. I hope this is not the case for you but it looks to be the same thing I saw at the time.

NP do they appear to be under the paint or are they on top of the paint if under the paint they happened the last time to car was painted if on top it could be someone got pissed at you and wiped it with Mineral Sprits. Hope this helps.
