i was wondering if once you sand, prime, and paint your rims to black is there a way to sand the paint off and make them chrome or original again?

Re: Is there a way?
Chrome is a so called flash plating over raw metal so it is very thin. If you painted your chrome wheels black, they will never be chrome again, because it would be near impossible to sand the paint off without sanding the chrome off as well. You can shine up the aluminum under the paint/chrome/whatever, but it is way too much work to really be worth it, unless your wheel is a very simplistic design with easy access to all areas, which would exclude all 4th gen wheels. Easy enough to just paint them silver again though.
