I just tested my 94 A4 and I still believe it is your torque converter not locking up. Doing 40mph my trans is in 3rd. If I have the shifter set to 3rd, the converter will not lockup. By moving the shifter to drive the trans will stay in 3rd but it locks up. The rpm's drop about 400. This seems pretty close to the discrepency you are seeing so I would guess it has something to do with your electronics not forcing the lockup.
35mph was nogo. The downshift-point is 40mph, it won't stay up in o.d. below 40mph at any throttle setting. At this trendline it would only have been 1300...
