tranny cable disconnected?

I went to get my fuel filter changed and to look the car over in general. I told the guy there was a delay from when I go to wot to when it gets moving. He drove it and noticed it too. He said that the tranny cable was disconnected and it was shifting just off oil pressure, he connected it again, changed the filter and he says it there's a noticable difference now.

I took the car out and noticed it too, the throttle response is better now and the shifts seem much quicker.

My question is why would anyone intentionally disconnect the cable from the tranny?

There is no cable that runs from the trans . except for the shift selector . it's an all electronic transmission.
