Headlight electrical problem

ive been having this problem that when i move the headlight switch to the middle position my foglights come on bt my headlights also pop up. The headlights go up but the bulb doesnt turn on until i move the switch all the way to the right. this is for a 99 firebird. arent the headlights suppose to go up when you move the switch all the way to the right only?

Yes, you are right. The headlights should not pop up until the switch is thrown all the way to the right.

Once up, they will not go down until the switch is thrown all the way to the left.

Could be a bad dash switch. Check that out first.
