My car did this last year and i forget how i fixed it or maybe it just stopped.
My cars headlights, interior lights, speedometer, stereo and basically every light in the car blinks and strobes. I describe it as a rave party in my car.
check your engine block to chassis ground. its a bare metal strap that connects from the engine to the body on the drivers side of the car.
