ok, so after looking at HID stuff.. what kit do you guys recommend?
This depends largely on your color preference and most importantly the type of housing you plan on installing these in. I would not advise the use of HIDs in your stock headlights for the sake of other drivers because of the reasons previously mentioned.
well i was thinking of getting the 5000k lights, but if i have to use a different housing i would rather not do it.. i dont really prefer the looks of the projectors in the stock headlights (98+ style)
There is a pretty large selection of headlight options on ebay if you want to check them out, but if you prefer the stock headlights, short of a retrofit, there isn't much you can do. Like I said, it's still plenty possible with your stock headlights, but for the sake of other drivers, I'd suggest you don't.

how badly would it blind them?
when i drive at night, i am usually in expensive areas, and just about every car is like a bmw, audi, etc. and their lights blind the hell out of me
in my searches, i do recall seeing a HID kit that said you can use them in a stock housing without blinding people, but i have no idea what it was, and i closed the site
I ordered two sets from DDM Tuning. They have been raved about by customers so that's why I ordered them. They're also really cheap compared to most other sets. And they have a lifetime warranty too. The only bad thing is that they're running a few weeks behind because they've been flooded with orders.

that guy basically says since camaros have a "scatter shield" it wont be too bad (about blinding people)
what do you think about this?
I don't have a 98+ headlight to look at and the pictures are hard to tell, but I don't see any "scatter shield." This shield would be a metal cap that goes over the bulb to eliminate light from escaping out the tip of the bulb. Because the Camaro's use capped (9006) bulbs, there is no need for this.
Here's an example. This is my dad's '01 Lincoln LS. His lights have these caps I'm talking about, so if he were to install HID bulbs in his car, it would be less blinding to other drivers because as I said, the biggest reason these lights are blinding is because of the light loss out of the tip of the bulb.
With proper aiming, it's possible that people won't flash you constantly, but that doesn't mean you're not blinding other drivers.
If you're happy with the light output with the Silverstars, then call it good. If you want something more, get a better set of fog lights. If you're still not happy, get a proper projector headlight and an HID kit. There will be plenty of other guys claiming they have HIDs in their stock housings and people don't flash them. I personally don't flash most people with blinding headlights, I just get annoyed and loose my night vision periodically. I know I'm not the only one. I did nearly go off the road one night on the highway when a guy with improper HIDs was in the oncoming lane.
agreed with schlotzky, a stock housing with a capped bulb should suffice for your needs without blinding other drivers nearly as much. i actually experimented with this very same principle when i put 10000k's on my jeep. here's a pic when i bent down the cap and had the hid's installed --- i would get high beamed all the time at night. after a few days i bent it back up and have the bulb capped, the output is just as bright and other drivers are happy in comparison --- i've been beamed maybe twice ever since i put the caps back in place, and each of those were smaller vehicles where my higher headlight position was pointed directly in their sight.
i will say that i've never been high beamed while driving the camaro with projector housings and 8000k's in both the lows and fogs.
