A cross-over splits the signal into blocks. It sends the higher frequencies to tweeters and the mid\lower frequencies to the mid. They can also be used to send only a certain range of lower frequencies to a sub.
Cross-overs that come with component speakers are matched to the frequency response of the speakers.
