voltage fluctuating

i have a 95 camaro, and at night i notice my interior (neon) lights dim every once in a while. so i look at my voltage, and it often is a bit into the red.. below 10 volts. then, a minute or so later it will come back up to about 12 volts, and the lights are as bright as they should be. it continues to do it every time i drive it. i have a brand new battery, and i believe the connections on it are good.. could it be something with the alternator?

When does it do this? Just with your neons on or with your stereo on also?

And even rolling around at 12 volts is too low...
