has anyone in here ever used the phaser 2 radar detector, or ever heard anything about it?

the website says that it jams both radar and laser, by use of a passive radar jammer and an active laser jammer, my knowledge of radar is pretty limited but I thought that passive jammers were not very effective and active laser jammers are detectable by police and illegal.
can someone who knows a little more about this, or used one of these before jump in and help me out?
also I live in Maryland is this legal?
