i believe the proper is to work on it from undernearth the kick panel (below the steering wheel), but i just took off the driver side air vent(above your light controls) and its inside there, use a flashlight to see it. kinda hard to work with but i succesfully changed mine like that1999 v6 Camaro M5

i just changed mine, just get enough room for you to stick ur hand in it, and turn ur hazards on, if they work, and feel each little box (relay) once u feel the one that is clickin inside, you found it!
