Well I opened up my fuse box and I quickly realized I don't know what the fu-dgemuffens I'm looking at, there's a ****load of fuses, whitch one is for my cigarette lighter?
i'm pretty sure that plug is for the second gear start option. You said you have a 95..which engine do you have? 3.4 or 3.8? It may be that the plug was installed in all 95s regaurdless of engine option but only used in the 3.8.
As for the fuses, look at the panel you pulled off to get to them..It has a diagram of the fuses and tells which fuse is which

Correct and correct, you win, anyone know what that option is for? I have a manual, it might be for autos ,it dosent matter you win, ill keep my promis, go find a stick
if its not the 2nd gear start then there are only a couple more options....the light in the glove box....or the sensor for the ebrake only things i can think of
