have you tried replacing the bulb? It could be that one of the filiments in the bulb is out, and hte bulb is in backwards, so that the brake light will be on when your running lights are on, but goes to the none working running light when the brakes come on?

My neighbor just got a 96 Trans AM and this was her problem. Somehow when she bought new bulbs she put those in backwards also.
Are the lights inop for turn signal and hazard lights? If one way it works and one way it doesn't you could have a flasher bad.
Could be two diffrent problems but I'd bet on the lights installed backwards and it fixes both problems.
