The front right turn signal, for some strange reason, is not blinking. The bulb has been replaced, the socket is good, and the bulb even lights up very bright, but it doesn't blink. The wires going into and near the socket are all good, anyone know what I can do to pass inspection??? Any help is greatly appreciated.
Change both bulbs in that turn signal (I know you said you changed one, but you need to change both). Then go to the back bumper, change all 3 bulbs in the tail light, and the side marker, and then the 3rd brake light. If that doesn't solve your problem, then you have a short somewhere. Happened to me not too long ago. All the connectors and harness ends that the bulbs went into looked fine. But I then took each socket apart to check the internals, and found that one of the negative ends of the terminal in one of my sockets was completely corroded.
If you still can't pin point the problem that way. Then an easy way to track down the problem would be to get an electronic flasher relay (about $12) from an auto parts store. Take yours out and bring it with you to compare to the one you need. It should have 2 prongs, set up like this:

You get that relay, install it, and your flasher will work again. So go around and inspect your bulbs on the right side, since it was originally not blinking. Check the bulbs and see if you can find a bulb that is not blinking, or is not lighting up in the same sequence as the rest of the bulbs. That will narrow it down to that bulb, and/or socket as being the culprit. Inspect and fix from there.
