So I have to take off the air bag, and that like hexagonal looking thing thats in the center and then fix that spring ?

Air bag, steering wheel, lock ring. Then you can get to the switch.

is it hard to put the spring back into place ?

It's harder to remove the lock ring then to put a new spring on the turn signal switch.
