This was talked about on another post here and it really made me think and I hope it would help.
Since I'm going to get my car smogged next month, I have to remove my SC to pass. Which is an easy task.
For turbos, maybe when it's time for smog the turbo could be removed and have a pipe installed that leads to the exhaust. Plus plug up the hole on the oil pan.

You think this could work?
More work than it is really worth...
You have a turbo deal with it, you don't deal with it...there are many factors that lead to the turbos failing emission...and the reality is a lot of folks are really misinformed...
* on reason, or actually the biggest reasons turbos fail besides the visual, it COLD-STARTS...most turbos will fail and the bigger they are the more problems you have, that is one reason OE's have small snails. The turbo starves the CAT from reaching operating temp...so you now see why OE solved this or have attempted to solve this by placing the snail very close to the cat...or worse after the cat!?!?
* If you mess with the OE fuel system...your chances of failing emissions are high up...so Aftermarket tried to get by thru a loop hole...FMU's!!...which work when load is placed on the engine...In an emission test you rarely go over 25MPH...
...trust me Cali plains sucks for the small niche of 'gearheads'...

removing the turbo really isn't hard at all. My kit atleast. In one hour you could completely remove the components. If you had a stock Y pipe to swap out and run NA you coudl easily pass that way. ;)
