i guess ima go with a external wastegate.....so is a 38mm too small or do i need bigger?

That's more than enough.
every time you 2X the dia. you 4X the total aera of the hole and roughly 4X the amount it can flow.
If you go to big and if the waste gate gas isn't vented some what evenly from the primary/collecter/crossover pipes you could run into surging problems.
