Turbo's can spin anywhere from 200,000 to 300,000 RPM's at full load. Supers dont quite get that fast. It takes somewhere between 5% to 10% of the engine's hp to turn a supercharger, where a turbo is more or less "free". Supers can have a flatter overall torque curve, turbos tend to "spike" a little more, although times are changing..

the blades on a blower are always spinning. a turbo depends on what size housing, a/r, and trim configuration. spinning and spooling are two different things though. i hope i answered the question.
      boost, you got it???
