Just FYI, my filler neck on my 1999 had a locking tab on it that was inside the valve cover.
Of course, if you twist hard enough (as I did) you will break that locking tab but I know I wouldn't want the piece of plastic that came off mine floating inside my valve train. Fortunately I had the valve cover off already and the plastic chunk that broke off fell to the ground but I could imagine what that could potentially do if left inside the cover. It would either have gotten caught in one of the valve springs and crunched into pieces small enough to work through the oil passages or simply fallen into the oil drain hole and potentially plug up the system somewhere.
If your filler neck resists you when you try to twist it out, my personal recommendation is to stop. If it is that important to remove it, take the valve cover off. You can remove anything by forcing it but that usually involves breaking something.
Also, the oil filler cap on mine does not have threads. It is notched and will secure into the valve cover with the filler neck removed. However, with my strut tower brace I'd prefer to leave the filler neck on so I can put oil in the car more easily.

He has to leave the filler neck on since hes FI , but Thor a STB should clear your breather cap without any problems.

Yeah, I read about the forced induction issue, so I think in his case it would be a wise idea to leave it on. My comments were more directed at people who might want to remove their filler neck to "clean" things up a bit.
My STB clears my filler neck and cap but I have to use a transmission funnel to put oil in. I would imagine if the breather is a considerable diameter and height it might not clear the bar or removal of the breather may be an issue.
Notice how the filler neck in the first picture (aside from being on the other side of the motor) is more straight up and down than angled. This may allow you to clear the STB with the breather. I'm thinking the filler neck would be the only thing you would need but as I said the proper way to remove the stock neck is to take the cover off unless the lock tab on yours has already been broken.

One other idea I had with this kind of setup:
Get another valve cover for the driver's side with the straighter filler neck. Install the breather into that filler neck and replace the stock cap in the passenger side. This way the breather won't have to be removed everytime you want to add oil. Both would hopefully clear the STB.
