Passenger side "vent" on Firebird won't drain water.

One thing I've noticed while washing the bird is that the driver's side hood vent drains water, while the passenger side one doesn't and creates a little pool above the vent. Firstly, does the passenger side drain at all, and if it does, how does it do it? Is it possible that mine is clogged?

mine doesnt either, or if it does it does it really slowly.
