I'm not 100% sure with your 99, but I believe the TCC solenoid is attached to the main wiring harness in the valve body. You'll have to open up the trans pan to access it, which means draining the transmission oil. Clean around the trans pan before opening it up and be careful to keep everything dust/dirt free. Might as well add 8 quarts of ATF and a filter (and gasket if it's not reuseable) to your shopping list.

Oh, be careful when retorquing the bolts, I snapped two before buying a torque wrench.

Why do you have to replace it?

"Why do you have to replace it?"

Our TCC valves are notorious for going bad (wearing out), mine went about 6 moths ago, it was causing a very hard 1-2 shift after any duration over about 15 minutes on the highway... so basically every day after I commuted to school, when I hit lights it would feel like my car was shifting itself to death on every 1-2 shift.

After replacing the TCC (and installing a transgo shift kit... WELL WORTH IT if you are doing trans work!), never had a problem since.

Yes, you have to pull the valve body. Simple thing to do is install a transgo HD2 kit and call it a day, it'll fix your issue. If you don't want to do the shift kit there is a ~$20 part you can get from 4l60-e.com, part number #1870V, its just the valve that wears. Simple fix.

            Re: TCC Valve replacement

aaah, just ignore my post above. for some odd reason I thought you were looking for the solenoid. My 4T65E had hard shifts and on those 4T65E's the PCS or EPC solenoids wear a funky grove in the shaft that causes hangups an ultra high hydraulic pressures. So what's the deal with the TCC valve? It wears and causes the TCC to engage premature? (just curious).
