DTC P1515 sets when the commanded throttle position and the actual throttle position are not within a calibrated range of each other.
This code may, also, set because of low system voltage.
As for which wire should be hot when the fuel pump relay is energized, you're right, it's the gray one. To verify if the pump is ok, I'd disconnect the gray wire at the fuel pump relay then jump that to B+. If the pump runs, then you know the problem is elsewhere--either the relay is bad, you have a problem with wiring or connectors or the ECM is not commanding the relay to turn on the pump.
