When only fan is on, or when A/C is on. What should I do?

Don't turn the fans on, duh.

You could try a can of that AC core cleaner spray. Like Lysol on steroids. I've used a half can of just lysol in the fan intake area with the fan on high and it seems to help reduce musty odors. If you car is newer than my camaro (95), It might have a cabin filter (I have no idea if camaros have them, but my 2000 impala does), if so change it.

our cars don't have any filters and are not open to the outdoors....you can try to pull down the fan...maybe you have something in it.
