What does a fuel pressure regulator do and where is it found on a 96 3.8?
What are the signs of a bad fuel pressure regulator?
If the fuel pressure in the lines slowly goes to zero when the car is turned off and sits, is that because of the fuel pressure regulator or something in the fuel tank?

The fpr should be on the back of the fuel rail, on the driver's side. It's really hard to see or reach. It has a vacuum line going to it.
I don't know how long it will hold pressure after the key is off. My gauge jumps to 100psi when I turn the key off, and the pump kicks in immediately when I turn the key on, so it "drops" to 44psi right away.
If the fpr was bad, I would think you would see a problem with the fuel pressure while the car is running.
If you have a leaky injector, then the pressure would bleed off when the car is off.
A leaky injector will also cause a hard start condition because the car will be flooded for the first few seconds of starting.
I don't think there is anything in the tank that would be an issue.
My fpr went bad and it caused random misfires and through a code.
My buddies '94 lumina was having hard starting issues, and we found that it lost all the fuel pressure after it was shut off. At least for his lumina there was a check valve built into the fuel pump, and that was what had gone bad.
