Noow I've read that itis commonly understood that Chevy underrates the power of the Z28 and SS's Ls1 (305hp actually being closer to 345) but in seeing different posts of dyno numbers of 3.8 liter engine cars that are around 160-170hp, does that mean that the six bangers are overrated?

The rating of 160-170 is at the wheels, the ratings that come with cars are taken from the flywheel. You lose about 20% of your horsepower through your drivetrain.
