I am currently gettin 15-16mpg city and thats with no speeding or excessive acceleration. My cat is rattling, can that be the problem?!

THat just sounds like your cat heat shield is rattling, but there is so many variables that go into gas mileage.
Dirty Air filter, partial clogged cat/ fuel filter, fouled plugs, wires that have to much resistance, coils, and so on.
If its been a good few years since your last tuneup, you could try that, but otherwise goodluck.1999 Pontiac Trans Am M6 Far from stock.....
