Where do the major auto makers rate there hp at? I hear Chevy does it at the rear wheels while Ford at the flywheel. This true? How about the other major brands?

Yes, everyone does it at the flywheel. There is however nothing illegal with stating it lower than it really is, and this is what they did to the LS1 Fbodies to sell more corvettes.

everyone rates bhp to claim higher #'s...they rate conservatively alot now after the ford cobra fiasco of a few yrs back

Don't forget about SAE Net Horsepower. To find gross horsepower, multiply torque by the RPM at which it was measured, and divide by 5252.
