STEP ONE: Go buy a Chiltons or a Haynes manual for your car.
IN THE MEANTIME: The "plug" to which you refer is for diagnostics. When your SES (Service Engine Soon) light comes on, it will place a code in the memory of the computer. The port is for retreiving those codes. The port also passes some information about the efficiency and status of the engines systems when running. Things like O2 readings, gearshift position, brake operation, you name it.
Just for your info as well, unless you got one of the rare "california" 3800 95's you've got an OBD1 computer. REGARDLESS OF THE CONNECTOR. The connector on the 3400 looks the same as the OBD2 computers, but it is not.
Regardless of if you have a 3400 or a 3800, there is no programmer out there. (At least not commercially available) If you need some programing done, you'll have to find someone who can program it for you. Take some KY though, the people who can perform this service usually charge upwards of $400.

Does anyone ever buy the Stage 1 JET Chip? I was just curious because I was thinking that maybe no one is ready for the stage 2 JET chip and that is why there are so many complaints about it.

Actually the 3.4 cars do have them available. They are extremely difficult to find though. ok. so here i go trying to correct a lot of wrong info...:
#1. The 1993-1995 3.4L F-body came OBD1 Equipped! However, in 1995, since they were putting OBD2 into the 1995 California 3.5, some of the 1995 f-bodies also got a OBD2 connector, but OBD1 programming. I HAVE A 1994 3.4L CAMARO -- and my connector is an OBD1 - 12 pins, and square and black. the OBD2 connector has 10 i believe, and is shaped like an ATARI plug, and is grey in color
#2. The Hypertech Power Programmer DID EXIST! Hypertech made them up until around 1997. Production was stopped because there was not enough demand. Mods back then (i should know i was trying to mod my car) for the 3.4 were scarce (sp) if not non-existent.
#3. Yes the plug under the dash is for scanning codes. However, HPP used this plug to interface with the computer, hence the misconception that the port is only for programming.
If you find a Hypertech Power Programmer, good luck using it. I talked with a friend of mine that had one. In the instruction manual, it stated that once you used it on a car, it recorded the VIN Number and could not be used on any other car but the one with the VIN Number. Dont ask me how it knew - that is just what I was told. be careful of used ones.
IF anyone reading this has a Hypertech power programmer, I implore you -- share it with your friends (if i am wrong about the One car thing) because they are few and far between and near impossible to find.
