Ok, here's the situation (which sounds very bad). I've noticed for the past few days, my car has been running very hot. i'm saying, around 230. this is bad. but doesn't make sense. i just had the system flushed at the beginning of winter, had the water pump replaced, and replaced the t-stat. so i didn't think that could be the problem. my fans are kicking on at the right time, but it doesn't do much. even at 60 mph the temp is still up. so just a few minutes ago, i checked the level of my coolant. this is where is sounds bad. the coolant on the dip stick looks like a rusty paste. does anyone have any idea what could be causing this and how to fix it?

Check your oil and make sure it is not being contaminated with the coolant. If it is it will look like a chocolaty peanut buttery color. Also open the radiator cap and make sure that there is no oil floating in it. If it is just rust you probably are low and the coolant part.
also if you stick your finger in the radiator opening were the cap is and pull it out you can see if there is an oil leak. There will be little spots on your finger if it is.
MANY f-bodies have the brownish rust paste in their coolant tanks. I have seen this a lot.. it happens when you don't flush the radiators properly and keep them mineral free...
When the car is cold, open the radiator cap and see what color the coolant is there.
Could be that you thermostat is not opening up.
