I got hold of a 98 cluster (quite cheap), mainly to see if it would work, but accepting that it probably wouldn't, I mainly bought it for the bezel that goes around the dials.
Anyway, when I got the thing, I pluged it in and sure enough, it doesn't work properly.
For a start, with the ignition off, the seat belt light comes on.
Now, it may well be possible to modify, by using the circuit board from a 93-97, but to be perfectly honest, the only real difference's are the bezel and the digital gage.
Mind you, the 98+ bezel on a 93-97 does look pretty cool!
