I have a 99 camaro with an SLP underbody scoop, whisper lid, pvc intake, as well as a catco 3" in 3" out, and SLP loudmouth exhaust would 220HP at the flywheel be a reasonable estimate. This is mostly over a stupid argument I'm having with a buddy of mine.
I am not sure what a SLP underbody scoop is but I can only guess you are referring to the SLP Cold Air Induction? Also PVC intake...I guess this is ghetto intake? :) I am not totally clear what intake mods you have but I am going to guess that you have the SLP CAI with a whisper lid and then you have a PVC pipe running from the whisper lid to the throttle body?.
Anyway, with the mods you list I would say you are easily at 220 at the flywheel (seeing you were already 200 at the flywheel stock). However, who cares how much you have at the flywheel. What really matters is how much you are putting down at the rear wheels!! (With your mods I am going to guess 180-190 at the rear wheels, of course Rum and Coke has been my friend tonight so I could be mis-judging it)

p.s. With your intake mods you should throw a K&N air filter in. Should give you a couple more ponies.

You could if you want. If anyone asks me (who knows nothing about cars) I usually tell them I make 217hp/245tq...sounds like a reasonable number/value for the mods I have done. See sig below. No reason to mention rear wheel (lower #) to someone who doesn't understand it.
Best way to put it to a rest is to take it to the track or get a dyno. Magnus would say the track cause a dyno isn't going to give you realistic numbers. Remember Gm rates our engines at the engine, not at the rear wheels. I remember when i dynoed i got 185-188 at the rear. Remember some engines for some reason run stronger than others.

Yeah I have the SLP CAI I simply couldn't remember what the hell the correct name was for it. And I'm definately going to have to make it down to Moroso one of these days I just don't know if I feel like going now considering how freeking hot it is this time of year.
I always just say 'more than stock'. Or i'll just say 'maybe around 210'
this is with FTRA, lid/filter, 180* thermo, 3" stock cat(modded), and full 3" exhaust.
