i'm in the middle of changing my plugs but there some plug wires that i cant pull off the plugs even with a wire puller, its like the wires are fused on to the plug, no matter how much i pull on the boot with the wire puller. does anybody have any suggestions.

Yeah on some cars there will be a plug wire or two that will seem impossible to get to because of no room..Just keep trying..Try different angles and tools.
I once had the problem w/ my 3.4L I ended up cutting the damn boot off the plug length wise (if that makes any sense) b/c I couldn't break the seal on it no matter how hard I tried. If all else fails... cut it ;)
One way to prevent this problem from happening again.....when you install the new plugs and wires....(this is going to sound pretty gay, but it works)
put a dab of Vaseline on the wire boot before you install it on the plug. It won't affect the conductance of the wire, but will prevent it from sticking to the plug next time you remove it.

I'm sure Dielectric grease would work just the same. I've been using Vaseline ever since I've been driving cars for the past 15 years, and I've never had any problems with pulling the wire boots off the plug, or conductance. Not everyone has Dielectric grease around the house, but I'm sure just about everyone has some Vaseline... :D
If you have the grease....use that instead. Point is....use something on the wire boot before you reinstall it to eliminate the problem next time you take a wire off.

talking about pulling the egr, i am thinking about doing that and blocking it off with plates, how illigal is that and would it be any better for my car?

All depends on whether or not you get caught. If you don't have emissions testing, you don't have anything to worry about. It won't help much though.
