How often is this suppose to be changed? As far as I know it has never been changed.Should I do it or is it not meant to be changed?

You don't really need to change it unless you change the pump or it smells/looks burned.

What if i just pull the tube and drain it? can i fill it up after that? what do you have to bleed?

Yep, you could drain it that way. Just be very sure not to get any dirt in there. When you have refilled it do the following:
Jack up the front wheels of the car
Remove the cap on the PS Fluid tank
Turn the wheels stop to stop around 10 times
Check level in PS Fluid tank
Run the wheels stop to stop for another cycle of 10
Check/top off fluid once more
