If you change your thermostat you probably want your fans to kick on earlier. This either requires a reprogram of your computer (with a Hypertech Power Programmer or other such products). Or, what most people do, install a manual fan switch. The manual fan switch is pretty easy. Parts at Radio Shack cost around $10-$14. I didn't buy the LED's they are more eye candy anyway.

      Instructions can be found here:

It is somewhat hard to tell from these instructions which wires to splice into. There are three wire modules that have wires leading to the PCM on the right fender (driver perspective). You want the one that is closest to the front of the car. If you look at the top of this you will see letters where the wires go into the module. You want to splice into H and J. H is for high and J is for low. (these instructions are probably good for 98+...maybe others)

Cooler isn't better if you take the car out of its optimal operating temperature range.

No need to wire the fan to stay on all the time. If you are cruising down the interstate at 70 mph there is more than enough air moving into the engine compartment without your fans. Plus your computer won't like it (unless you hook up some resistors which you can find out more about by searching).
