the manual says the ac runs when you have your windshield vent on. it doest seem to lower the power as much as when regular ac is on, but would do you get the best power when you have the ventilation system turned off?

Yes, turning off the AC will give you the most power. I'm not sure about the windshield vent thing but I don't see how either setting would make a difference.

what im saying is that when you have the knob on ac or max, performance really lags, and when you have in on the windshield vent i dont notice a difference between the windshield vent and the knob being on off.

Well the AC compressor will be on when the defroster is on, or any level of the A/C is on. The compressor runs constantly in our cars. It does not cycle on and off like some cars do. However, when you reach a certain level of RPMs the compressor will cycle off. If you accelerate hard you should actually be able to feel this point. It is somewhere around 3500 RPM. It kinda feels like a little shot of Nitrous. You will only feel it under WOT though, otherwise it is hard to notice.

I am assuming the "windshield vent" setting you refer to is the defroster. If so, this runs the A/C compressor just as much or as hard as the regular A/C, but like bu-bye said if you are looking for performace, just keep the windows up and only the vent on if you are hot. You'll just have to suffer when trying to give that 'stang the whoppin it deserves.

The power loss from AC / defroster was even more noticeable on the 3rd gen F bodies / 2.8 liter V6's. When I had my '87 Bird, it was a natural reflex to kick the compressor off before stomping on the gas. I needed every one of those 135 horses.

i noticed this weekend (all hot days)that when i left the defroster on the temp didnt go up to the 210 deg area, it stayed in the 190 - 195 deg area(fan set on low). i wonder if overall having the defroster on low with engine temps in the low-mid 190's would overall benefit you compared to having the vents off and being at 210 degrees? probably not since the ac is running.
