chrome rims ?

Hey I have a 2002 firebird with the stock chrome 16in rims. I was polishing them and I noticed that right around like the ABS sticker the chrome seems to crack and almost looks like its bubbling. It is happeneing to all 4. Do you guys have any clue why this would happen? thanks for the help

Better posted in the appearence section. I think they might be painted??? and the paint is beggining to chip?
