this sometimes happens, but when I brake, it feels like the ABS is slipping and the brakes create this funny sound where it trying to grasp on to the brake disks. has anyone had the same problem?

Suggest letting everyone know at begining of post that your brake pads are fine...brake fluid level is fine...etc...how many miles are on the rotors...are they visibly in good shape...?
That way we will not have to ask those questions in order to help you.
It is also helpful to have at least a little data concerning your make/model/year in your sig so that we do not have to ask about that stuff either. (or look it up in your profile...99 camaro...) The sig is not just for showing off...it is for general info to speed up the process of helping each other. Some of the long timers are very well know already and may have simple sigs...that is because we already know who they are and what they have.
Anyway...dont mess around if you think your brakes are goofy. Check them out...take a looksie...you should not see any oils or grease on the rotors, etc. cracks are bad, if you can't see the brake pad linings....that is bad. Grooves in your rotors...bad. Check brake fluid level. When adding brake fluid ALWAYS use appropriate type and ALWAYS from an un opened fresh bottle and NEVER from an old bottle...all ready been opened bottle. (brake fluid is hydroscopic....it aborbs water right out of the atmosphere...)
Most cities have good auto repair chains and bad auto repair chains. Um, some of the biggest national chains are VERY BAD!
Find a good honest shop that gives free brake inspection if you just can't figure this one out. Get a second opinion if the feedback is questionable...like...All four rotors are bad...the all the calipers are bad....etc...$1800 dollars please.
Oh, if you don't know how to adust the 4 wheel disk brake FBodies...it is pretty easy. Brake hard once or twice in a row. Do that whenever you think brakes are pulling to either side a bit.
Good luck. G

haha, yeah ... it would help to know more about my car huh? i have it on my sig but i just forgot to click the check button when i put up this post.
well, starting off, I have a 99 A4. brake pads are fine because i checked them myself when i rotate my tires and all of the mechanics ive gone to said that the pads are fine. my brake fluid is also fine. my first assumption was that the brake fluid was low but that doesn't seem to be the case. i was hoping anyone on the board was having the same problem becasue I can't seem to pin point exactly what the issue is.
