Quick question here....what is the quickest set of mods I can put on my 231 to get 231 HP? Second can I reach 250 HP spending between $750-$1000, and what would you all recommend buying for that amount?

A magnaflow exhaust and a mild to moderate cam should get you 30+ HP rather easily and well under 1000 dollars if you put the cam in yourself. The exhaust should be around 300 plus another 100 to 150 for shipping and installation. The cam depends on the brand adn grind but i'd say between 2-300. this is what i just bought last week...
cam $300
cam install kit $73
GM springs, retainers, keepers $132
maft+ $280
autotap $277
oil & filters $40
plus taxes & shipping if applicable, and of course, installation. and that MIGHT get you to 231rwhp.
you will not reach 250rwhp n/a for $1000. you could always spray tho...
