It seems like any bolts that is on the frame is rusted in there and just breaks off when I try to wrench it out.
What do I need to do to get the rest of the bolt out of there? And is there a way to prevent bolts from rusting into the frame?
You'll need a bolt-extractor. Which is basically a set of special drill bits that have reverse threads, so the more you back it out, the tighter it grips.
What you do is drill a small holt into the bolt, for the extractor to begin threading itself into. And then you put a wrench on the end and start backing it out.
Spray lubricant may help now and in the future, you could try some greese or spray paint over bare metal to keep them from rusting.
Worst case scenario, you'd have to completely drill the bolt out, re-tap the threads or instert a sleeve and then a new bolt.

make sure you get a goo quality set. I had to drill out my tranny mount bolts out of the tranny case & tap threads. For drills, make sure they are crbide tips, otherwise you're wasting your money.
