If the air is always blowing out the heater/defroster vent no matter what vents you have it set on this is probably your problem.
If you can direct air to only the heater vents, or only the defrost vents, then this part isn't the problem.
With no vacum applied to the vent actuators, the default is for the air to blow from the heat, and the defrost at the same time. This valve seals off the vacum to the actuators when ever the engine's vacum dies down (like when you floor the car.)
96firebird311, I'd bet $20 that this is your problem. Last summer, my middle vents worked fine after a while, as long as I didn't apply to much gas. If it starts to work while your coasting, then this is your problem, I'd bet.
