This is how I understand fuel flow works in our cars:
The PCM is setup to XXX amount of fuel through a set injector (22#) at YYY amount of throttle/RPM. The PCM keeps the injector open for so many miliseconds thinking that it's supplying the right amount of fuel because it's depending on the static value of that injector not changing.
There is a little leave way for that from what I understand, but anything over 10% injector oversize can't be compensated for and you could possibly still run rich anyway.
